We believe that President Trump has never been fit to serve as President of the United States of America. It is far past time that Congress use every means to remove him before he does further damage to our country or the planet. The 25th amendment seems unavailable and impeachment too slow given the immediate dangers posed by the megalomaniac in the White House, whom even his former friends have warned is becoming unhinged and increasingly dangerous.

We the signers urge the House Judiciary Committee to press Congress to re-introduce H.R. 1987 (text below) requiring President Donald Trump to submit to mental and emotional assessment to confirm or refute the emerging consensus that he is unfit to serve as commander-in-chief with weapons of mass destruction.

Oversight Commission on Presidential Capacity Act
This bill establishes in the legislative branch an Oversight Commission on Presidential Capacity to determine whether the President is mentally or physically unable to discharge the powers and duties of office.
The commission: (1) within 72 hours after Congress adopts a concurrent resolution directing it to do so, shall conduct a medical examination to determine if the President is temporarily or permanently impaired by physical illness or disability, mental illness, mental deficiency, or alcohol or drug use to the extent that he or she lacks sufficient understanding or capacity to execute the powers and duties of the office of President; and (2) within 72 hours after completing the examination, shall report its findings and conclusions to the Speaker of the House of Representatives and the President pro tempore of the Senate.
Any refusal by the President to undergo such examination shall be taken into consideration by the commission in reaching a conclusion.
The House Judiciary Committee returned one-week early from its August 2019 recess in order to consider gun safety bills as well as impeachment. This is the perfect opportunity to pivot away from the Trump/NRA's offensive and evasive rhetoric that blames mental illness for America's gun violence. Instead, we the signers of this petition urge the House Judiciary Committee use their time to address the dangers of mental illness and mental dysfunction in the White House.
We support the House Judiciary Committee's attempt to address the causes of gun violence. We also fully support the use of impeachment to hold this administration accountable. That said, mental illness and mental instability are not high crimes and misdemeanors. Narcissistic personality disorder, Malignant narcissism, Grandiosity, Pathological lying, and Confabulation have all been used to describe or explain the behaviors of President Donald Trump.
Impeachment therefore may not be an adequate tool for addressing the immediate danger facing our country and the world.
The Constitutional tool for removing a President unfit for duty is currently not available to us. Section 4 of the 25th Amendment requires action from a Vice President and cabinet. The lack of a functional cabinet makes this tool currently impossible to use.
We urge the House Judiciary Committee to re-introduce H.R. 1987 the Oversight Commission on Presidential Capacity Act to establish a Congressional Oversight Commission on Presidential Capacity to determine whether the President is mentally or physically unable to discharge the powers and duties of office.
This may be the tool we need to bring bipartisan support behind removing Donald Trump from office or forcing his resignation.
As author and therapist Wendy Behary said, "His behavior is not remarkable. It’s predictable. It’s exactly what we’d expect." Bandy Lee, a Yale psychiatrist, said he displayed "psychological symptoms reflective of emotional compulsion, impulsivity, poor concentration, narcissism and recklessness... I am concerned that his mental challenges could cause him to take unpredictable and potentially extreme and dangerous measures to distract from his legal problems."
People of this country deserve to know that our current and future Presidents - who wield unimaginable military power - are mentally and emotionally stable.
We the signers urge you to press Congress to unite behind the legislation that requires President Donald Trump to submit to mental and emotional assessment to confirm or refute the emerging consensus that he is unfit to serve.
